Parking Kiosks Expected Within Month

Red Bank is installing new parking kiosks and is expected to have them up and running before the month is out.

Red Bank's current parking meter woes could come to an end - potentially - by the end of the month, according to Council President Art Murphy.

At Wednesday borough council meeting, board members approved an ordinance, as expected, appropriating $350,000 from the Parking Utility Fund to help pay for the acquisition and installation of parking pay stations in several parking lots - though not all - throughout Red Bank.

The plan was first reported by Patch in December when borough council approved a contract with Connecticut-based Integrated Technical Systems, Inc., to install the new parking kiosks capable of providing multiple and more customer-friendly ways of paying for parking.

A significant gripe levied against Red Bank by visitors and business owners alike has been the primarily coin-fed meters and the $38 tickets dolled out by the thousands annually often to people actively trying to spend money in the borough, just on businesses instead. With the new meters, there's no more running into stores for quarters or trying to track down and load inconvenient pre-paid meter cards.

Murphy said drivers will be able to pay with coins, bills, credit cards, and by cell phone if they wish.

Installation is expected to begin as early as the end of next week, Murphy said, but definitely before the end of June. Red Bank is introducing the parking kiosks at Maple Cove, White Street parking lot, Marine Park, and English Plaza. Should the kiosks prove successful and popular, Murphy said the borough would consider expanding the kiosks to other lots as well as on-street parking that's currently metered.

Though the kiosks should help alleviate some parking concerns, Murphy said he's aware that the changes could come as a surprise to some visitors. To prevent confusion, Murphy said appropriate signage is being installed as well. It's also likely that the borough will hire part time employees for a couple of weeks to help introduce visitors to the kiosks and explain things if needed.

Did you know that the average shopping mall has enough parking to have spare spots on the busiest day of the year? If you want folks to not park, ergo, you need them not to drive a car. Monmouth county as a whole needs to capitalize on the investment in great bicycle/walking paths in parks -- and create bicycle routes between communities. I can ride from Allaire to Manasquan -- but can't safely get to Asbury, Red Bank, etc.

So Art Murphy says these Kiosks will end all the RB parking woes? I'm gonna disagree. Infact, I think these kiosks will cause more confusion and deter more shoppers from coming into RB. Just the fact that RB would install a $12,000.00 parking kiosk in a 10 space parking lot that is designated on the Green Acres Open Space List and is way out of the central business area (foot of Maple Ave) is fiscally irresponsible. According to Green Acres, this lot can only be used by park user. It is a know fact that K. Hovnanian "Donated" $17,000.00 to create this lot and that he uses this for his visitor parking because only employees have a key to his garage. Does RB really think they can re coop $12,000.00 in a year in a lot that is used basicly 6 months out of the year? One of the concrete pillars that would protect this kiosk was broken off last week. Whats the cost to fix that?

The bottom line is that meters -- or not having them -- isn't the real issue. Solving parking problems, creating ways for visitors to arrive and park -- or not -- is the issue and need of the community.
