Red Bank, Shrewsbury Twp. Claim Residents Overpaid for Sewer
Officials claim residents were overbilled between 2006 and 2009 by the Two Rivers Water Reclamation Authority.
Red Bank and Shrewsbury Township are among the six municipalities suing the Two Rivers Water Reclamation Authority (TRWRA), charging the utility overbilled, and in some instances double-billed, its residents, according to a report on APP.com.
The suit, filed in December by Red Bank, Rumson, Eatontown, Sea Bright, Shrewsbury Township and Tinton Falls, alleges that TRWRA charged residents higher rates than other participating towns, amounting to an estimated $4.31 million in overbilling between the 2006 and 2009 fiscal years, the article states.
Fair Haven, Little Silver, Monmouth Beach, Oceanport, Shrewsbury Borough and West Long Branch founded the authority in 1965 and are considered "member towns." The municipalities involved in the suit, which the TRWRA has countered, are considered "customer towns."

The 'founding towns" that built the sewerage treatment plant should be paying lower rates than the towns that joined in at a later date after the plant was built ___because the 'founding' towns put in all of the initial investment money into buying the land and constructing it.

...for how long? Forever? The founding towns also reaped the benefits from the sewer treatment plants and were repaid for their investments.

It would have been helpful for a complete listing of what the average customer sewerage bill is for each community. I was trying to google this information and its not easy to track down.

I could never understand "why" do some sewer authorities base their charges on water "usage" (via their water bill), and others charge a flat monthly (quarterly) fee? Both seem to have inherent inaccuracies. When tied in with the water bill, those who fill their swimming pools, wash their cars, etc... may be being charged for sewer "usage" when they are not using the sewer. Those sewer authorities which charge a flat rate, are charging the same amount for consumers who DO fill their pools, wash their cars, etc... as those who DON'T have pools or bring their cars to a car wash. I don't get it.
