it's no different than using aerosol sprays to scent a room, a scented candle, a plug in auto scent device, or a host of other things used daily such as deodorant, hairspray, shampoo, hair conditioner, perfume, cologne etc.
there is no second hand anything...there is no burning ash, no burning paper to create second hand smoke. there may be an odor of a flavoring used but less intense than a room deodorizer.
the prop glycol is absorbed into the body and is non toxic...especially at the dosages used for this. prop glycol has been used for decades and is a proven safe substance.
the nicotine is absorbed into the body as well, it is not transferred through the air and is actually regulated for each "puff" this way the used knows they are getting the same amount each time unlike cigarettes.

Replyan ounce of good pot sells for about $300 an ounce...16oz to a pound = $4800 ( I looked it up online)
$4800 x 140 lbs = $672,000...if it was taxable as a regular product @ 7% = $47,040 in tax that could be collected.
cigarettes have a Fed Tax of $1.01 per pack and New Jersey adds another $2.70 in tax.
let's not forget the tax on alcohol too.
legalize marijuana, tax it and move forward.

so if the house was destroyed, possibly open to the elements, how can they say it was in the house after the storm? And if it was in the house after the storm and the owners were able to rummage through the house to collect belongings why leave the surfboard behind in a destroyed house that may or may not have been open to the public?

What may be considered the shortest route is not always the best route to take, anyone who has ever tried that option an their own personal GPS unit would know this. The shortest route is not always the quickest or more conventional route to take, especially when driving loaded trucks, trying to make as many trips p/day as possible besides the fact of what roads were actually passable, not to mention if these drivers were from out of state and unfamiliar w/ the territory.

besides the fact that since there is a Fed tax of $1.01 p/pack and a NJ Sales tax of $2.70 p/pack, look at all the money that will be lost if people do start using the e-cig compared to the normal 7% sales tax.
a person smoking 7 packs a week pays $7.00 in Fed Tax p/week AND
$18.90 in NJ Sales Tax p/week
